S.I. No. 31/2014 – European Union (Good Agricultural Practice for Protection of Waters) Regulations 2014

These Regulations revoke, the European Communities (Good Agricultural Practice for Protection of Waters) Regulations, 2010. These Regulations, which give effect to Irelands 3rd Nitrates Action Programme, provide statutory support for good agricultural practice to protect waters against pollution from agricultural sources and include measures such as- • periods when land application of fertilisers is prohibited • limits on the land application of fertilisers • storage requirements for livestock manure, and • monitoring of the effectiveness of the measures in terms of agricultural practice and impact on water quality. The Regulations give further effect to several EU Directives including Directives in relation to protection of waters against pollution from agricultural sources (

S.I. No. 417/2013 – European Communities (Control of Emissions of Gaseous and Particulate Pollutants

These Regulations transpose the provisions of Directive 2012/46/EU, which amends Directive 1997/68/EC relating to the measures against the emission of gaseous and particulate pollutants from internal combustion engines to be installed in non-road mobile machinery. Directive 2012/46/EU updates Directive 97/68/EC by amending Annexes I, II, III, VI and VII and replacing Annexes XI and XII in accordance with the opinion of the Technical Committee of Motor Vehicles competent under Article 15 of Directive 97/68/EC.

S.I. No. 403/2013 – European Union (Environmental Impact Assessment and Habitats) (Section 181 of the Planning and Development Act 2000) Regulations 2013

The purpose of these Regulations is to provide for the direct application by state authorities to An Bord Pleanála for approval for works or development where the works or development are urgently required in order to preserve, protect or improve the quality of the environment or protect human health, in compliance with EU Directives.

S.I. No. 363/2013 – European Union (Packaging) (Amendment) Regulations 2013.

These Regulations amend the Waste Management (Packaging) Regulations 2007 and are intended to give effect to Commission Directive 2013/2/EU of 7 February 2013 amending Annex I to Directive 94/62/EC of the European Parliament and of the Council on packaging and packaging waste. Article 3(1) of Directive 94/62/EC of 20 December 1994 on packaging and packaging waste, defines úpackagingù by setting out a number of criteria. The items listed in Annex I to that Directive are illustrative examples of the application of those criteria. For reasons of legal certainty and harmonisation of the interpretation of the definition of úpackagingù, it is necessary to review and amend the list of illustrative examples to clarify additional cases where the borderline between what is packaging and what is not remains unclear.

S.I. No. 327/2013 – European Union (End-of-Life Vehicles) (Amendment) Regulations 2013.

These Regulations amend the Waste Management (End-of-Life Vehicles) Regulations 2006 and are intended to give effect to Commission Directive 2013/28/EU of 17 May 2013 amending Annex II to Directive 2000/53/EC of the European Parliament and of the Council on End-of-Life Vehicles. Directive 2000/53/EC prohibits the use of lead, mercury, cadmium or hexavalent chromium in materials and components of vehicles put on the market after 1 July 2003, other than in cases listed in Annex II to that Directive and under the conditions specified therein. Pursuant to Article 4(2)(b) of Directive 2000/53/EC, Annex II to that Directive is adapted to scientific and technical progress by the Commission on a regular basis.

S.I. No. 320/2013 – Radiological Protection Act 1991 (Responsible and Safe Management of Radioactive Waste) Order 2013

This Order transposes Irelands obligations in relation to Directive 2011/70/Euratom. The objective of this Directive is to cover all aspects of radioactive waste and spent fuel management, from generation through to long-term disposal. It stipulates the prime responsibility of generators and the ultimate responsibility of each Member State for the management of waste generated on its territory by ensuring that appropriate national arrangements are taken to guarantee a high level of safety to protect workers and the general public against the risks arising from ionising radiation. It formally establishes the responsibility of each Member State for the management of its radioactive waste and regulates export conditions for the disposal of this waste. The Radiological Protection Institute of Ireland has been deemed the Competent Authority for the purpose of implementation of these Orders
