IRISH ENVIRONMENTAL LEGISLATION

These Regulations transpose Article 38 of Directive 2013/30/EU of the European Parliament and of the Council of 12 June 2013 on safety of offshore oil and gas operations and amending Directive 2004/35/EC (Text with EEA relevance). Article 38 of Directive 2013/30/EU requires that the definition of water damage in Directive 2004/35/EC be replaced so that the definition is extended to include damage that significantly adversely affects the environmental status of marine waters as defined in Directive 2008/56/EC establishing a framework for community action in the field of marine environmental policy (the Marine Strategy Framework Directive).

These Regulations provide for the administrating by the Department of Social Protection on behalf of the Department of the Environment, Community and Local Government of a water conservation grant scheme in respect of all households (principal private dwellings) that complete a valid response to Irish Waterôs customer registration process. The 100 grant will assist households in adopting a sustainable approach to their use of water and wastewater services, irrespective of whether or not the households are customers of Irish Water.

These Regulations transpose Commission Directive 2014/77/EU1 of 10 June 2014 amending, for the purpose of its adaptation to technical progress, Directive 98/70/EC2 of the European Parliament and of the Council relating to the quality of petrol and diesel fuels. These Regulations amend the European Communities Act, 1972 (Environmental Specifications for Petrol, Diesel Fuels and Gas Oils for use by non-road mobile machinery, including inland waterway vessels, agricultural and forestry tractors, and recreational craft) Regulations 2011. The amendments include updating standards EN 228 and EN 590 with regard to the testing of petrol and diesel.

The purpose of these Regulations, which have been made under the Chemical Acts 2008 and 2010, is to transpose úDirective 2012/18/EU of the European Parliament and of the Council of 4 July 2012 on the control of major accident hazards involving dangerous substances, amending and subsequently repealing Council Directive 96/82/ECù (which is known for convenience as the SEVESO III Directive). They also make a number of consequential amendments necessitated by the transposition of Directive 2012/18/EU to the Chemical Acts 2008 and 2010, which are set out in Regulation 6

These Regulations provide for the composition of, and the conditions of membership of, the Public Water Forum to be established in accordance with section 7 of the Water Services Act 2014

These Regulations provide for measures to protect the environment and human health by preventing or reducing the adverse impacts of the generation and management of waste and by reducing overall impacts of resource use and improving the efficiency of such use and transpose Directive 2008/98/EC of the European Parliament and of the Council of 19 November 2008 on waste and repealing certain directives. In particular, these Regulations provide for the transposition of Commission Regulation (EU) No. 1357/2014 of 18 December 2014 replacing Annex III to Directive 2008/98/EC of the European Parliament and of the Council on waste and repealing certain directives.

Statistics (Waste Generation) Order 2015.

These regulations amend the Waste Management (Facility Permit and Registration) Regulations 2007 to provide that amendments of a clerical or technical nature may be made to Certificates of Registration and to provide for additional rules for pay to use compactor units accepting household waste.
