S.I. No. 16/1999 – Oil Pollution of the Sea (Civil Liability and Compensation) (Annual Returns and Contributions) Regulations, 1999

These Regulations provide that persons who receive more than 150,000 tonnes of crude or fuel oil each year must make an annual return to that effect to the Minister for the Marine and Natural Resources and pay pro-rata annual contributions to the International Oil Pollution Compensation Fund, 1992. The Fund’s purpose is to provide compensation to victims of oil pollution damage.

S.I. No. 461/1998 – European Communities (Natural Mineral Waters) (Amendment) Regulations, 1998

These Regulations amend the European Communities (Natural Mineral Waters) Regulations, 1986 ( S.I. No. 11 of 1986 ) (the Principal Regulations) and give effect to Directive 96/70/EC of the European Parliament and of the Council of 28 October 1996.

The effect of these Regulations is to update the labelling, treatment and trade requirements for natural mineral waters. New provisions for the treatments, labelling and microbiological requirements, and conditions of exploitation for spring waters are also introduced.

These Regulations should be read together with Council Directive No. 80/777/EEC of 15 July 1980 (as amended).

S.I. No. 460/1998 – Environmental Protection Agency Act, 1992 (Established Activities) Order, 1998

This Order, which should be read in conjunction with section 82(3) of the 1992 Act, specifies dates on or after which the established activities concerned are required to have applied to the Environmental Protection Agency for an integrated pollution control licence.

S.I. No. 394/1998 – European Communities (Minimum Requirements For Vessels Carrying Dangerous Or Polluting Goods) (Amendment) Regulations, 1998

These Regulations give effect to Commission Directive 96/39/EC of 19 June, 1996 and Commission Directive 97/34/EC of 6 June, 1997, both of which amend Council Directive 93/75/EEC concerning minimum requirements for vessels bound for or leaving Community ports and carrying dangerous or polluting goods. These Regulations also amend the European Communities (Minimum Requirements for Vessels Carrying Dangerous or Polluting Goods) Regulations, 1995 ( S.I. No. 229 of 1995 ) accordingly.

S.I. No. 382/1998 – Waste Management (Packaging)(Amendment) Regulations, 1998

These Regulations amend the Waste Management (Packaging) Regulations, 1997 for the purpose of implementing article 9 of European Parliament and Council Directive 94/62/EC of 20 December, 1994 on packaging and packaging waste.

The 1997 Regulations, as amended, provide that a person may not supply packaging or packaged products to the Irish market unless the packaging concerned complies with essential requirements as to its nature and composition.

S.I. No. 351/1998 – European Communities (Environmental Impact Assessment) (Amendment) Regulations, 1998

These Regulations amend the European Communities (Environmental Impact Assessment) Regulations, 1989 to 1996, and provisions relating to environment impact assessment in the Local Government (Planning and Development) Acts, 1963 to 1998 and a number of other Acts . The amendments restate provisions relating to the information to be contained in an environmental impact statement and exemptions from the requirement to prepare an environmental impact statement. The Regulations also extend the provisions concerning the furnishing of additional information relating to an environmental impact assessment

The Regulations also include provisions relating to applications for planning permission involving an environmental impact assessment, where the proposed development may have effects on another Member State of the European Communities. The provisions extend the time available to a planning authority to deal with such an application, and enable an authority to enter into. consultations with the Member State concerned

S.I. No. 332/1998 – Wildlife (Wild Birds) (Open Seasons) (Amendment) Order, 1998

The effect of this Order is to amend the Open Seasons list of huntable species of wild birds by the extension of the hunting season for the Greylag Goose and Canada Goose in certain goegraphical locations.
