These Regulations amend the Waste Management (Hazardous Waste) Regulations, 1998 for the purpose of implementing Commission Directive 98/101/EC, which adapts to technical progress Council Directive 91/157/EEC on batteries and accumulators containing certain dangerous substances.

These Regulations are made pursuant to EC Council Directive 98/70/EC relating to the quality of petrol and diesel fuels and amending Council Directive 93/12/EEC.

The Regulations amend the environmental specifications in the Air Pollution Act, 1987 (Environmental Specifications for Petrol and Diesel Fuels) Regulations, 1999 ( S.I. No. 407 of 1999 ) for the benzene and aromatics content of petrol marketed on or after 31st March 2000, subject to provision for existing petrol residues in storage tanks.

S.I. No. 424/1999 – Dangerous Substances (Retail and Private Petroleum Stores) (Amendment) Regulations, 1999

These Regulations provide for the amendment of the Dangerous Substances (Retail and Private Petroleum Stores) Regulations, 1979, as previously amended by the Dangerous Substances (Retail and Private Petroleum Stores) (Amendment) Regulations, 1988. Under the Regulations, as adapted by section 29 of the Safety, Health and Welfare at Work Act, 1989 (No. 7 of 1989), a retail and private petroleum store requires to be licensed by the local or harbour authority or, where the store is owned by such authority, by the National Authority for Occupational Safety and Health.

The Regulations as amended, inter alia, provide for safety requirements in certain circumstances for petrol filling stations, constructed before the 1979 Regulations commenced, to enable them to be licensed to operate until 31st December, 2001. Safety controls on management and operations are maintained.
